Kimberly Noe-Lehenbauer
Kimberly Noe-Lehenbauer is Senior Counsel at Nisar Law Group, P.C., representing federal civil rights plaintiffs fighting discrimination, defending constitutional rights, and challenging systems that strip safety and access from already marginalized communities. With years of experience in complex impact litigation, Kim advocates with fierce passion and commitment to protecting both her clients’ public rights and personal dignity.
Kim’s practice centers around government discrimination and retaliation issues implicating free speech, religious exercise, excessive force, police misconduct, prisoners’ rights, and public school accommodations. She brings extensive experience in case strategy, settlement negotiations, litigation, and appeals, as well as a broad foundation in public policy developed over a previous two-decade career in community journalism.
Before joining Nisar Law Group, Kim spent five years as a Senior Staff Attorney at the CAIR National Legal Defense Fund, where she led and expanded a nationally recognized prisoners’ rights practice. Additionally, she handled all phases of litigation and appeal in cases challenging employment discrimination, state anti-BDS laws, and the federal terrorist watchlist. She has also worked with other civil rights organizations and NGOs, including as law clerk to the United Nations Committee for the Elimination of Racial Discrimination in Geneva, Switzerland, where she focused on accountability for State-sponsored human rights abuses, protection of vulnerable communities, and strategic advocacy across international, regional, and domestic legal forums.
Kim holds a J.D. with certificates in International Human Rights and Federal Indian Law from the University of Oklahoma College of Law, where she was inducted into the Order of Barristers and granted a Justice John Paul Stevens Fellowship. She continues to serve on the Alumni Leadership Counsel for the John Paul Stevens Foundation and as a judge for the annual Jessup International Moot Court competition. She is licensed to practice law in Oklahoma and federal districts nationwide.
